The day Spartan Fleet was formed was the dawn of a new age for Starfleet. We now have the ability that we lacked at the end of the Dominion War. The losses incurred by the Dominion and Borg caused the United Federation of Planets to contemplate a restructuring of Starfleet.

Spartan Fleet is the first example of the fruits of those ideas. Those core concepts being: to preserve and enforce peace, expand the Federation through exploration, and if diplomacy should fail, protect the integrity of the Federation and it's allies from those who would oppose them.
